Radagast gets more of a mention in the Lord of the Rings than the Hobbit, but did not make PJ's movies, so I think your first point is correct, he has to fill up the three films somehow. Though Radagast is mentioned in the Hobbit, unlike Legolas, Galadriel, Frodo, etc. Have a look at The Onion Seven Movies to be made from the last 4 minutes of Harry Potter  Final Minutes Of Last Harry Potter Movie To Be Split Into Seven Separate Films |
