I don't know for sure (someone else will undoubtedly remember) --but it's perfectly possible.

I ordered a numbered signed book (totally unrelated to Tolkien collecting) last year. It was one of two (projected) volumes, but the second volume wasn't published until later in the year; a set, but not ever sold as a set. As part of the pre-publication ordering, for volume two, they asked if I wanted the same number as I had received for volume one --clearly they had noted what number I previously received. (Or, of course, one could simply request the lowest available number, if that way inclined!

Folio could well have done this (--I can imagine them doing this); they're pretty good.
