Unfortunately, it would appear to be another fake. Here is an auction from the same seller for a Signed Harry Potter Book (with Letter).
http://cgi.ebay.com/Harry-Potter-Gobl ... ZWDVWQQrdZ1QQcmdZViewItem From a Feedback Comment back in March, it would seem that the Seller sold another Signed Harry Book, and again with a letter. "Beautiul Harry Potter 1st edition Book, Pristine Dust Jacket, & author Letter" Mar-25-06 09:24 Caveat Emptor!!

Like you, I did not bid because I was not 100% sure. However I did email the seller about the book. He said the book was inscribed to a P. P. Mroczkowski.
I presume this is Przemyslaw Mroczkowski. I found a bibliographical entry as follows: "Mroczkowski, Przemyslaw: Dżentelmeni i poeci: Eseje z literatury angielskiej. Kraków: Wydaw. Liter., 1975. 306, [2] pp. Zł. 45.00. See the chapter "Uczoność a wyobrażnia w Oksfordzie", pp. 278-307, an essay about C. S. Lewis and Tolkien. Title in English translation: Gentlemen and Poets: Essays on English Literature. " But can you ever be 100% sure about a signature. But I must say I was very tempted to bid. I had the feeling that it was all genuine.

The last copy I saw on Ebay (about 6 months ago) sold for almost $350. It was close to Fine.

Hi, I have seen this particular seller list a number of supposed Tolkien Signed Editions over the past couple of years (many signed US Paperback Editions). In my humble opinion, not a real signature. The particular impression of the book listed (4th) was jointly issued by Unwin and Houghton Mifflin (joint imprints in any case) - and the book listed on Ebay has a US$ Price on the Inside Flap of the Dustjacket - So a Houghton Mifflin Edition. I doubt Tolkien signed too many US Editions. Just another piece of evidence making the signature likely not to be genuine. Regards. IMHO.

Don't know what happened to the last post. Trying again....
Hi Deagol, With regards to the 2nd Edition Lord of the Rings. Here is the info from the Volumes I have published between 1968 and 1978 1971 ROTK6th Imp. Price Sticker stating ‘£2.25 net George Allen & Unwin’ Under the Price Sticker there is a Printed Price (or Possibly another Price Sticker) which I can barely make out. It definitely starts with a 1 and ends in a 5. I think it is £1.25, but could be Wrong. The Price Sticker could be correcting a misprinted price or maybe an increase in price at some point before the 7th Impression was issued in 1973. Printed by Jarrold & Sons. 1973 TTT7th Imp. £2.50 William Clowes (3rd DJ Design) 1973 ROTK7th Imp. £2.50 William Clowes (3rd DJ Design) 1974 FOTR8th Imp. £2.75 William Clowes 1974 TTT8th Imp. £2.75 William Clowes 1974 ROTK8th Imp. £2.75 William Clowes 1978 FOTR10th Imp. £4.95 William Clowes 1978 ROTK10th Imp. Price Sticker stating ‘£5.50 net George Allen & Unwin’. No Sign of a Printed Price.
