That map is Daniel Reeve's drawn for the LOTR movies, and made into a mass produced version sold by Weta. See

http://www.wetanz.com/parchment-map-of-middle-earth/

There are some minor differences between the two images, but the eBay auction appears to be an exact match with Mr. Reeve's own image:

My guess would be that Weta has made some cosmetic changes over the years from the first version they sold as a souvenir for the movies.

Hmmm...

LORD OF THE RINGS DELUXE J.R.R TOLKIEN HARPER COLLINS LTD EDITION SEALED
Winning bid: £205.00

THIS BOOK COMES IN ITS HARD LEATHER BOUND CASE AND IS STILL SEALED WITH CELLOPHANE, NEVER BEEN OPENED. I DONT KNOW WHICH YEAR OR EDITION THIS BOOK IS BECAUSE I DO NOT WANT TO OPEN THE SEAL.

It's a 3rd (2001) or 4th (2002) impression of the 1997 HarperCollins Deluxe Edition [TolkienBooks] --& £200+ is a little too much to be bidding on this, I think.
