"Bruce Pelz’ GLAMDRING No 1 had a bacover slogan “MORDOR IN 64” and GLAMDRING No 2 had “LOS ANGELES IN 64” So now we really know what Los Angeles is like, after all those film fakes” (SKYRACK No 22, dated 12th August, 1960) - Los Angeles was making a bid to be the 1964 WorldCon host city. They ended up losing to Oakland. The Mordor reference comes from "The Desolation of Smog" byline, according to Ed Meskys (The View From Entropy Hall #12).
