Spotted this yesterday, what a horror! I've seen people on Facebook discussing this monstrosity too. My biggest complaint is the very unprofessional binding attempt (lumpy, not labeled well) but the condition of the innards doesn't entice me either.

I can see what they were trying to achieve - the lumps are the internal structure of the Hobbit Hole. Sadly, it all doesn't work very well.

I'm not sure why, but it seems like this copy of LotR went for a lot more than it is actually worth.

That is way too much for that book, yes. I have seen first printings go for much less than that, though obviously not shrinkwrapped.
Question I have is, how does the seller know the numberline on the copyright page, if the box is sealed in shrinkwrap?

The only way to know would be if the seller had owned it since new. I have a few shrinkwrapped books that I know are 1st impressions, just by virtue of when I bought them (and I have retained the receipts and kept them alongside).
I doubt I would purchase a shrinkwrapped book and trust it to be a specific impression, though (except for new prior to any reprinting).
