Tolkien describes the departure of evacuees, railway workers and their families, who had sought refuge during wartime. Tolkien observes the scenes with a mix of comedy and sympathy. He notes that wives who had for the first time in their married lives been forced to leave husbands, would have rather stayed and face the same as them.
