It seems to be claiming a signature from Tolkien himself, but provides no picture of the signature??

No, I don’t think so. I think they’re indicating it’s signed and dated by the binder, Philip Smith.

Sorry I could be wrong but I’m just viewing it on my phone, and the bit at the bottom says signed: signed by author. But the description seems to suggest the binder.
