It can be, not necessarily though...as with all books it depends on timing and the condition the items are in.
Interestingly the first US printing is more scarce than the first UK printing... nevertheless the UK one is 3-4x the value

Assuming you are comparing two identical books in identical condition...The UK 1st impression is generally considered more valuable because it is the true first edition (published a few months before the US volume, also produced in Tolkien’s home country by Tolkien's publisher. Also the HMCO dust jacket design is much more polarizing, in my experience than the GA&U design.
