HarperCollins have told me that
"Approximately 1,000 signed copies are being distributed to independent bookstores and branches of Waterstones. " and tolkien.co.uk will also have signed items for sale.
This is a 2nd Impression Dust-Wrapper, but in such poor condition, it is certainly not going to add the asking price of £5000 to a 2nd Impression Hobbit, or much at all.
