Having seen all the questions, they are all about Sport, Rugby Union, Association Football, Cricket and Athletics.

'Colours Men Only' refers to Sporting colours https://en.wikipedia.org/wiki/Sporting_colours

The Wheel is probably a Rugby Scrum.

I think you are right about rugby scrum - when players rotate the scrum, that's called "wheeling" I see.

It seems very clear that this article was written by a student/sports enthusiast (to me, at least), but I still feel strongly that the Section A questions are an indicator that those topics were actually being taught at the time - why else make sports jokes about them?

A "wheel" is also (together with a "bob") the metrical device that finishes each stanza in "Sir Gawain and the Green Knight".

All of this is highly reminiscent of the "College of Cretaceous Perambulators, Re-entrance Examination" in Tolkien: Maker of Middle-earth.
