If you have a minimum amount then you HAVE to have a Reserve. If this guy relisted without a reserve then eBay should pull his account.
For what it is worth the relisted item description said that they inadvertently didn’t disclose/realize that 3 plates were missing. They refunded the winner and relisted at a lower starting bid.
